The numbered tier
The numbered card in each pack comes from one of three Sparkle tiers: Blue Sparkle numbered to 175, Gold Sparkle numbered to 24 and Green Sparkle numbered to 8. Green is the lowest print run of the three, so a Green Sparkle Rated Rookie is the top pull this pack can hold. The two Red Sparkle parallels carry no serial number, which makes the numbered card the one that decides the pack.
About the set
The Sparkle parallels come from 2022-23 Panini Donruss Optic Basketball. The set is a 250 card checklist with 200 base cards and 50 Rated Rookies at 201 to 250, and published checklists list the Sparkle parallels on both the base cards and the Rated Rookies. That puts the 2022-23 rookie class in play: Chet Holmgren (208), Bennedict Mathurin (209), Paolo Banchero (221) and Jaden Ivey (241). The set reached hobby shops on May 10, 2023, according to published checklists. Which player and which tier land in any pack is random.
Sparkle pack or hobby pack
A Sparkle pack is a different thing from a hobby pack of the same set. The 2022-23 Optic hobby box was 20 packs of 4 cards with 1 autograph per box on average, and its parallels and inserts combined to average one per hobby pack. The Sparkle pack skips the base cards and the hit slot entirely, and all three cards are Sparkle parallels, so it is the way to chase the Sparkle color run without opening a box.
